REPAYMENTS FROM EMPLOYMENT AND EMERGENCY SCHEMES VOTE.

In the course of my examination before the Committee of Public Accounts on the 11th July, 1957, I undertook to furnish information as to why repayments are made from the Employment and Emergency Schemes Vote (Subhead E) to the Office of Public Works, the Post Office and the Stationery Office for services rendered, while such repayments are not made from other Votes.


I append a note accordingly.

The arrangement whereby provision is made under Subhead E of the Vote for Employment and Emergency Schemes for repayments to other Departments for services rendered arose from the original practice of charging all administrative expenses against the global sum provided for the relief of unemployment. The ambit of the former Employment Schemes Vote (1936/37) specifically covered administrative expenses, the global amount voted being intended to cover all expenditure direct and indirect on these schemes.


When the new Employment and Emergency Schemes Estimate was introduced in 1943/44 the total amount provided was allocated among various subheads including a separate subhead to cover payment for services rendered by other Departments and this unusual arrangement has continued up to the present.


The administrative work involved in the Special Employment Schemes Office is little more than would be involved in the normal arrangement whereby the cost of the various “allied services” would be charged to the Votes of the Departments concerned and appear as a note to Vote 10 of services rendered to the Special Employment Schemes Office. Under either arrangement the other Departments would still have to keep records of services rendered. The amount of additional work involved has, however, on examination been shown to be negligible.


The question raised with me as Accounting Officer by the Committee has been considered in the Department of Finance and it has been decided to bring the arrangement regarding the Vote for Employment and Emergency Schemes into line with the practice obtaining generally
