PROCEEDINGS OF THE SPECIAL COMMITTEE.

1. The Committee met at 4 p.m.


2. Members Present.


The following members were present:—


Deputy Gallagher (in the Chair), the Parliamentary Secretary to the Government, Deputies P. Brady, Brennan, Briscoe, Cowan, H. Dockrell, S. Flanagan and D. O’Sullivan.


3. Consideration of Bill.


The Committee took the Bill into consideration.


(i) New sections.


Amendment proposed (Parliamentary Secretary to the Government):


“Before section 1 to insert a new section as follows:—


‘In this Act the “Act of 1896” means the Friendly Societies Act, 1896.”’


Question—“That the new section be there inserted”—put, and agreed to.


Amendment proposed (Parliamentary Secretary to the Government):


“Before section 1 to insert a new section as follows:—


‘The proviso to paragraph (1) of section 8 of the Act of 1896 is hereby amended by the substitution of “fifty-two pounds” for “fifty pounds” and of “three hundred pounds” for “two hundred pounds””.


Question—“That the new section be there inserted”—put, and agreed to.


Amendment proposed (Parliamentary Secretary to the Government):


“Before section 1 to insert a new section as follows:—


‘Subsection (1) of section 56 of the Act of 1896 is hereby amended by the substitution of “three hundred pounds” for “one hundred pounds”.”’


Question—“That the new section be there inserted”—put, and agreed to.


(ii) Section 1 deleted.


(iii) New sections.


Amendment proposed (Parliamentary Secretary to the Government):


“Before section 2 to insert a new section as follows:—


‘Section 57 of the Act of 1896 is hereby amended—


(a) in subsection (1), by the substitution of “three hundred pounds” for “one hundred pounds”, and


(b) by the deletion of subsections (3) and (4)’.”


Question—“That the new section be there inserted”—put, and agreed to.


Amendment proposed (Parliamentary Secretary to the Government):


“Before section 2 to insert a new section as follows:—


‘Subsection (1) of section 58 of the Act of 1896 is hereby amended by the substitution of “three hundred pounds” for “one hundred pounds” and by the deletion of all words from “subject” to the end of the subsection’.”


Question “That the new section be there inserted”—put, and agreed to.


Amendment proposed (Parliamentary Secretary to the Government):


“Before section 2 to insert a new section as follows:—


‘Section 59 of the Act of 1896 is hereby amended by the substitution of “two thousand pounds” for “one hundred pounds” wherever the latter words occur’.”


Question—“That the new section be there inserted”—put, and agreed to.


(iv) Section 2 agreed to.


(v) Title.


Amendment proposed (Parliamentary Secretary to the Government):


“In line 11 to delete ‘subsection (1) of section 56 of’.”


Question put, and agreed to.


Title, as amended, agreed to.


4. Report of Committee.


Draft Report brought in by the Chairman (Deputy Gallagher) read a first and second time, and passed as follows:—


The Special Committee has gone through the Bill and has made amendments thereto and has amended the Title to read as follows:—


AN ACT TO AMEND THE FRIENDLY SOCIETIES ACT, 1896.


The Bill, as amended, is reported to the Dáil.
