During the Emergency a scheme for the rationalisation of flour distribution was put in operation. Under the scheme certain millers were permitted to exceed their wheat quotas. The penalties thereby incurred under the Agricultural Produce (Cereals) Acts, 1933 and 1934 were waived with the approval of the Minister for Finance.
