APPENDIX VIII.

ELUCIDATION OF NOTES TO SUBHEADS P. 2, S AND Z. (5) IN ARMY VOTE.

In my examination before the Committee of Public Accounts on Wednesday, June 16th, 1948, certain questions were raised to which I was unable to reply at the time but to which I promised to attend. I now submit the following details for the information of the Committee.


First, as regards Deputy Sheldon’s questions regarding the notes on variation to Subhead P.2 and S., I find that due to an attempt to condense the notes within the narrowest limits, they became misleading. The note to Subhead P. 2 should read:—


“Deliveries of stores were less than was expected and despite an increase in the rates of pay, there was also a saving in respect of pay owing to the Service being below the strength provided for.”


Secondly, as regards Subhead S., the note should read:—


“Reduced maintenance costs following on the evacuation of certain military posts and the abandonment of certain minor new works.”


Thirdly, as to the £16,000 under item (5) of Subhead Z., this referred to boots purchased by An Fórsa Cosanta Aitiúil. In the Supplementary Estimate it was treated as “Receipts from clothing issued on repayment”, but in the Appropriation Account it was booked under “Other Receipts”—Item (31)—and specially noted as “Boots issued on repayment to An Fórsa Cosanta Aitiúil—£15,747 15s. 0d.”
