ADMINISTRATIVE EXPENSES OF FARM IMPROVEMENTS SCHEME

In connection with the proceedings of the Public Accounts Committee on the 27th November last, when the administrative expenses of the Farm Improvements Scheme (subhead K, Vote 11) were discussed, I submit a special note supplementing my evidence.

The Department of Agriculture acts as the agent of the Special Employment Schemes Office for the purpose of carrying out the Farm Improvements Scheme i(Subhead K of Vote 11). The administrative expenses of this scheme, amounting (n all to £95,650 15s. 8d. were accounted for as follows:—(a) £79,479 13s. 5d. for outdoor staff) under subhead M 9 of Vote 29 (Department of Agriculture), (b) £15,885 7s. 0d. (headquarters indoor staff) as part of subhead A of Vote 29; and (c) £285 15s. 3d. (being the recoupment of the salary of an officer on loan from another Department) charged directly to subhead K of Vote 11. The total of (a) and (b), £95,365 0s. 5d. was recouped to Vote 29 from subhead K of Vote 11, as an Appropriation in Aid (see item 14, P—Appropriations in Aid, Vote 29).


On the Farm Improvement Scheme the works are supervised in the field by Agricultural Overseers and Supervising Inspectors while minor employment schemes, bog development schemes and rural improvements schemes (subheads H, I, and N.), carried out directly by the Special Employment Schemes Office, are supervised in some counties by the County Engineers and in others by Engineering Inspectors on the staff of the Special Employment Schemes Office.
