APPENDIX VI.

PAYMENT OF FINES IN DISTRICT COURTS.

The point is really that cheques and postal orders would not be tendered in practice, or, if tendered, would frequently be tendered in an open form unless the Clerk absolutely refused to accept anything except cheques or postal orders made payable to the Minister. This is just what a dishonest Clerk would not do.
