APPENDIX XI.

CHANGE IN FORM OF ESTIMATE FOR DEPARTMENT OF POSTS AND TELEGRAPHS

I am directed by the Minister for Finance to state, for the information of the Committee of Public Accounts, that he has had under consideration a proposal from the Department of Posts and Telegraphs that the O group of Subheads— relating to the Post Office Savings Bank—of the Vote for Posts and Telegraphs should be discontinued and that the expenditure involved should in future be provided for in the ordinary Subheads in that Vote or other Votes (e.g., Public Works and Buildings, Rates on Government Property, Stationery and Printing) where provision is made for kindred expenditure in respect of Post Office services generally.


The Minister is satisfied that this arrangement, which accords with the general practice in the case of comparable services, would make for simplicity and facilitate the administrative and accounting work of the Department of Posts and Telegraphs while not interfering with parliamentary or financial control. Accordingly, it is proposed to drop the separate O group of subheads and to have the changes necessary to implement the arrangement carried out in the Estimates for the coming financial year. The total expenditure will continue to be recouped from the Post Office Savings Bank Fund and appropriated in aid of the Votes concerned.
