The surpluses from holdings entered are to be applied towards payment of
(a) any debts due to a State Authority or (b) rates due to a Local Authority by the owners of the holdings, in accordance with the terms of the Emergency Powers (No. 275) Order, 1943. The Attorney-General has advised that any balances left after the discharge of such liabilities are payable to the owners of the holdings.
