UNIVERSITY SCHOLARSHIPS FOR GAELTACHT STUDENTS.

With reference to the queries addressed to me during the examination on the 13th ultimo of the Account of the Vote for Miscellaneous Expenses, 1933-34 (Questions 829-833) concerning the University scholarships for Gaeltacht students, I have to state for the information of the Committee of Public Accounts that the Regulations governing the eligibility of candidates and the award of the scholarships in the academic year 1931-32 and in the two succeeding years were as follows:


(1) The only candidates eligible to compete for these Scholarships are those (a) who have been reared in the Fíor-Ghaeltacht, (b) in whose homes Irish is the language of ordinary use, (c) who have received primary and secondary education through the medium of Irish, and (d) who pass the Leaving Certificate Examination with Honours. (For the purposes of the scheme the Fíor-Ghaeltacht will be regarded as including only areas in which Irish is the home language of the majority of the people and in which children. on first attending school, either speak Irish only or speak Irish better than English).


(2) The Scholarships will be awarded by the Minister for Finance on the recommendation of the Minister for Education who will take into consideration the candidate’s school record, his suitability for University education and the University course which he proposes to follow.


Amendments were introduced for the academic year 1934-35 and the following were the Regulations governing the eligibility of candidates and the awards in that year:—


1. The only candidates eligible to compete for these Scholarships are those (a) who have been reared in the Fíor-Ghaeltacht and whose homes are situated therein, (b) who are fluent speakers of Irish and in whose homes Irish is the language of ordinary use, (c) who have received primary and secondary education through the medium of Irish, and (d) who pass the Leaving Certificate Examination with Honours and obtain Honours in Irish. (For the purposes of the scheme the Fíor-Ghaeltacht will be regarded as including only areas in which Irish is the home language of the majority of the people and in which children, on first attending school, either speak Irish only or speak Irish better than English).


2. (1) The Scholarships will be awarded by the Minister for Finance on the recommendation of the Minister for Education who will take into consideration (a) the candidate’s eligibility under Section 1, (b) his suitability for a University education, (c) his answering at the Leaving Certificate Examination, and (d) the University Course he proposes to attend.


(2) For the purpose of (b) of the preceding Sub-section a candidate’s suitability will be determined on (i) the report of the Department’s Inspector who conducts the oral test on his fluency in Irish and (ii) a report on his character and conduct from the Manager of the Secondary School attended by him.


(3) In the case of candidates who are qualified and eligible under the preceding Sections, the total of the marks obtained by them in Irish, and in the five other subjects in which they obtained the highest percentages, will be expressed as a percentage of the total maximum marks assigned to these six subjects; candidates will then be listed in order of merit according to the percentage so computed. Marks obtained on Lower Course papers and in Drawing will not be included for this purpose and marks obtained on Pass papers will be reduced by one-third before the calculation is made. Subject to Sub-section (4) below, candidates will normally be recommended in their order of precedence on this list.


(4) In making his recommendation the Minister for Education will have regard to the distribution of the Scholarships over the more important University Courses, and the suitability of the candidate’s Secondary Course as a preparation for the University Course selected by him.


These Regulations 1 and 2, are to be amended further to provide that in the academic year 1935-36 the awards will be made by the Minister for Education and to provide also for the insertion of a further condition in paragraph 2 as follows:—


“A candidate will not be eligible for the award of a Scholarship unless in addition to satisfying all the other specified conditions he has also satisfied the conditions for Matriculation in the University course he eventually chooses.”


It will be observed from the foregoing that in making the awards no preference is accorded to candidates from any particular Fíor-Ghaeltacht area.
