REPORT.The Joint Committee of the Dáil and the Seanad set up to consider the Standing Orders of the Dáil and the Seanad relative to Private Business and to report as to the amendments, if any, which are necessary, report as follows : In the year 1923 a Joint Committee of both Houses was set up to prepare and submit draft Standing Orders for the regulation of Private Bill Business. Draft Standing Orders were accordingly prepared and with some amendments were adopted as the Standing Orders of the Dáil and the Seanad relative to Private Business. Although the Standing Orders then adopted by both Houses were of an experimental character, it is generally agreed that they fulfilled their purpose, on the whole, satisfactorily. Nevertheless, as a result of the experience gained in the working of them, many amendments were considered by the Committee to be necessary, chiefly with the object of making the Standing Orders more explicit and of bringing them into closer harmony with the developments in procedure which have taken place. The Committee have considered it desirable in the circumstances to present the revised draft of the Standing Orders set out in the Schedule to this Report, and recommend that the Standing Orders as so amended be the Standing Orders of the Dáil and Seanad relative to Private Business.
