PROCEEDINGS OF THE COMMITTEE.

1. The Committee met at 4 p.m.


2. Present: Deputy P. S. Doyle (in the Chair); Deputies Beckett, Bennett, Sir J. Craig, Davin, Keogh, Moore, R. O’Connell, O’Dowd, O’Kelly and Tubridy.


3. The Committee resumed consideration of the Bill.


(1) Section 3.


Debate was resumed on the following amendment proposed by Deputy Sir J. Craig:—


“To section 3 to add a new sub-sections as follows:—


‘The amount to be deducted as expenses for the conducting of a sweepstake shall not exceed thirty per cent. of the money resulting from the sale of tickets.’”


Amendment, by leave, withdrawn.


Amendment proposed (Deputy Bennett):


“To add to Section 3 a new sub-section as follows:—


‘The total amount to be deducted as expenses of any sweepstakes shall not exceed thirty per cent. of the entire receipts from the sale of tickets, which sum may include a commission for conducting or carrying on the sweepstakes of an amount not exceeding eight per cent. of the money resulting from the sale of tickets.’”


Amendment, by leave, withdrawn.


Amendment proposed (Deputy O’Connell):


“To add a new sub-section to Section 3, as follows:—


‘A sum amounting to at least twenty per cent. of the money resulting from the sale of tickets shall be given to the hospital or sanatorium concerned. The amount to be deducted as expenses for the organising of a sweepstake shall not exceed thirty per cent. of the money resulting from the sale of tickets, which percentage may include charges for the promotion of the sweepstake or drawing of prizes, provided that such charges do not exceed eight per cent. of the total money resulting from the sale of tickets.’”


Amendment proposed to the proposed amendment (Deputy O’Kelly):


“In the proposed sub-section to delete the word ‘eight’ and to insert in lieu thereof the word ‘five.’”


Question put; the Committee divided: For, 4; Against, 7.


For:—Deputies Moore, O’Dowd, O’Kelly and Tubridy.


Against:—Deputies Beckett, Bennett, Sir J. Craig, Davin, P. S. Doyle, Keogh and R. O’Connell.


The question was declared negatived accordingly.


Further amendment proposed to the proposed amendment (Deputy O’Dowd):


“In the proposed sub-section to delete the word ‘eight’ and to insert in lieu thereof the word ‘seven.’”


Question put; the Committee divided: For, 4; Against, 7.

Against:—Deputies Beckett, Bennett, Sir J. Craig, Davin, P. S. Doyle, Keogh and O’Connell.

The Special Committee has gone through the Bill and has made amendments thereunto. The Bill, as amended, is reported to the Dáil.
