PROCEEDINGS OF THE JOINT COMMITTEE.

1. The Joint Committee met at 11 a.m.


2. Present: Senator P. J Hooper (in the Chair); Deputies T. Hennessy, J. F. Lemass, D. G. O’Mahony, W. Thrift, and M. Tierney; Senators Mrs. Costello, T. Johnson, S. Milroy, Colonel Moore and M. F. O’Hanlon.


3. Remuneration of Ministers.


Debate resumed on the following motion made by Deputy Tierney on the 15th November, 1929:


“That the Joint Committee is in favour of the introduction of a scheme under which ex-Ministers should receive special allowances.”


Amendment proposed (Senator Hooper):


“To add at the end the words ‘provided that they shall have held office for a minimum period to be specified.”’


Question put; the Joint Committee divided; For, 10; Against, 1.


For:—Deputies Hennessy, Lemass, O’Mahony, Thrift and Tierney; Senators Mrs. Costello, Hooper, Johnson, Milroy and O’Hanlon.


Against:—Senator Colonel Moore.


Amendment declared carried accordingly.


Amendment proposed (Senator O’Hanlon):


“To delete the words ‘to be specified’ and substitute therefor the words ‘of two years.”’


Question put; the Joint Committee divided; For, 3; Against, 8.

Against:—Deputies Hennessy, Lemass, O’Mahony, Thrift and Tierney; Senators Mrs. Costello, Milroy and Colonel Moore.

“To delete the words ‘to be specified’ and substitute therefor the words ‘of 5 years.”’

“To add at the end the words ‘such allowance to continue for a period not exceeding five years after their retirement from office.”’

Motion, as amended, declared carried accordingly.


4. Travelling Facilities.


Consideration of the following motion made by Deputy Tierney on the 13th November, was resumed:-


“The Committee considers that the system of providing travelling facilities for Deputies and Senators so far in operation has been unsatisfactory, both from the point of view of Deputies and Senators and of the cost to the State, and that the State should take up with the Railway Companies the possibility of providing full facilities for travel in all parts of the Saorstát at the minimum real cost, irrespective of the Railway Companies’ existing scheduled charges.”


Motion amended, by leave, by the substitution of the word “transport” for “Railway”and the deletion of the words “at the minimum real cost, irrespective of the Railway Companies’ existing scheduled charges.”


Question put, and agreed to.


5. Postal Facilities.


Motion made (Senator Johnson):


“That the Joint Committee recommends that each Deputy should be provided with one hundred franked envelopes per month to be used for postal communications arising out of his duties as a Deputy.”

For:—Deputy O’Mahony; Senators Johnson and Colonel Moore.


Against:—Deputies Hennessy, Lemass, Thrift and Tierney; Senators Mrs. Costello and O’Hanlon.
