PROCEEDINGS OF THE JOINT COMMITTEE.

Friday, 15th November, 1929.

1. The Joint Committee met at 11 a.m.


2. Present: Senator P. J. Hooper (in the Chair); Deputies T. Hennessy, J. F. Lemass, D. G. O’Mahony, W. Thrift and M. Tierney; Senators Mrs. Costello, T. Johnson, Colonel Moore and M. F. O’Hanlon.


3. Remuneration of Ministers.


The President attended the Joint Committee in response to their request for his opinion as to the adequacy of the present remuneration of Ministers.


The Joint Committee resumed consideration of the motion (Senator O’Hanlon): “That the remuneration of Ministers remain as at present fixed,” and of the amendment (Senator Hooper):


“To delete all the words after the word ‘That’ and substitute the words:—


“‘the salaries of Ministers should be reduced, but should not be subject to income-tax, and that ex-Ministers be entitled to pensions commensurate with the duration of their periods of office.”’


The amendment, by leave, withdrawn.


Amendment proposed (Deputy Thrift):


“To delete the word ‘remuneration’ and substitute the word ‘salary.”’


Question put; the Joint Committee divided; For, 7; Against, 2.


For: — Deputies Hennessy, O’Mahony, Thrift and Tierney; Senators Mrs. Costello, Hooper and Johnson.


Against:—Deputy Lemass and Senator Colonel Moore.


Amendment declared carried accordingly.


Amendment proposed (Deputy Tierney):


“To delete all the words after the word ‘Ministers’ and substitute the words ‘be increased.”’


Question put; the Joint Committee divided; For, 4; Against, 6.


For:—Deputies Hennessy, O’Mahony and Tierney; Senator Mrs. Costello.


Against:—Deputies Lemass and Thrift; Senators Hooper, Johnson, Colonel Moore, and O’Hanlon.


Amendment declared negatived accordingly.


Amendment proposed (Deputy Lemass):


“To delete all the words after the word ‘Ministers’ and substitute the words: ‘be reduced.”’


Question put; the Joint Committee divided; For, 2; Against, 7.


For:—Deputy Lemass; Senator Colonel Moore.


Against:—Deputies Hennessy, O’Mahony, Thrift and Tierney; Senators Mrs. Costello, Hooper and O’Hanlon.


Amendment declared negatived accordingly.

Motion made (Deputy Tierney):


“That the Joint Committee is in favour of the introduction of a scheme under which ex-Ministers should receive special allowances.”


Amendment proposed (Senator Johnson):


“At the end of the motion, to add the words: ‘so long as they remain members of the Oireachtas.”’


Question put; the Joint Committee divided; For, 5; Against, 5.


For:—Deputies Hennessy and Lemass; Senators Johnson, Colonel Moore and O’Hanlon.


Against:—Deputies O’Mahony, Thrift and Tierney; Senators Mrs. Costello and Hooper.
