Fifth Report of the Committee on Procedure and Privileges.

1. Experience gained in the application of the present Standing Orders had shown that revision of several of the Orders was necessary to bring them into accord with the practice which had grown up, particularly in connection with the various Stages of Bills, and, accordingly, advantage was taken of the adjournment of the Dáil from July 8th to November 3rd of last year, to examine the Orders.


2. As a result of that examination, a draft of proposed amended Standing Orders, prepared in consultation with the Ceann Comhairle, was submitted to the Committee on Procedure and Privileges at its meeting on December 17th, 1925. The Committee decided that the draft should first be referred for consideration to an informal Conference, consisting of the Ceann Comhairle, the Leas-Cheann Comhairle, Deputies Johnson, Cooper, Connor Hogan, Sears, Magennis, and Dolan. The Conference held eight meetings, and recommended amendments of the draft.


3. The draft, as amended by the Conference, was further considered by the Committee on Procedure and Privileges at its meetings on February 25th and May 27th, and further amendments were made thereunto.


4. The Committee recommends the adoption of the amended Standing Orders set out in the Schedule hereto as the Standing Orders of the Dáil.
