SEANAD ÉIREANN.

Tuarasgabháil Tacair ón gCoiste Spesíalta ar Bhuan-choistibh.

(Interim Report of Special Committee on Standing Committees.)

This Committee was appointed by a resolution of the Seanad, adopted on the 10th January, 1923, in the following terms:—


(a) “That a Committee be appointed to consider and report on the advisability of establishing Standing Committees, appointed either by the Seanad alone or jointly by the Seanad and the Dáil, and suggest to the Seanad the purpose, method of appointment, and duties of any Committees that may be recommended.


(b) “That the Committee appointed be composed as follows:—Lord Glenavy, James G. Douglas, Andrew Jameson, Richard A. Butler, James J. Parkinson, Colonel Moore, J. C. Dowdall, Sir Bryan Mahon, Sir John Keane, Mrs Wyse Power, W. B. Yeats, Thomas Farren, E. MacLysaght, James Moran; five members to form a quorum.


In pursuance of this resolution, the, Committee met on the 26th January, 1923, the following members being present, viz.:—Lord Glenavy (in the chair), James G. Douglas, Colonel Moore, Andrew Jameson, Thomas Farren, Mrs. Wyse Power, James J. Parkinson, Sir Bryan Mahon, W. B. Yeats, Sir John Keane.


The Committee decided not to recommend any scheme for the setting-up of Standing Committees at present.


It was further decided to recommend to the Seanad that the powers of the Committee be extended to enable it to consider and report on what matters call for urgent legislation of such a character that it might be appropriately initiated in the Seanad.
