Noted. 2007/012: Email regarding conference “EU-Taxes” organized by the Institute for Austrian and International Tax Law of the Vienna University of Economics and Business Administration on July 5-7, 2007 in Rust (Vienna). Noted. 2007/013: Draft timetable for the Finance Bill 2007. Noted. Outstanding Correspondence Senator White raised the issue of pensions for retired prison officers which had been discussed by the Committee in October and the absence of a response from the Department of Finance to the issues raised in correspondence by the Committee. It was agreed that the Committee would write again to the Department seeking a full response to the issues raised as a result of the meeting with retired prison officers. It was agreed that secretariat should introduce a tracking mechanism for correspondence issued so that if substantive replies are not received within six weeks, the Committee would formally revisit the matter. Also agreed was that the secretariat should review the Committee’s correspondence for 2006 to determine whether any matters remain outstanding. Travel Invitations It was agreed that the Clerk would liaise with the Convenors on the travel invitations received and subject to interest among members, formal travel proposals would be prepared for the Committees consideration. EU Scrutiny Letter to the Clerk dated 14/12/06 from the Clerk to the sub-Committee on EU Scrutiny. Noted. COM(2006) 686: White Paper on enhancing the single market framework for investment funds. Noted. Statutory Instruments It was agreed to defer consideration of statutory instruments received until the next meeting. 4. Under-claiming of allowances and reliefs by tax payers — discussion with the Consumer Association of Ireland and the Irish Taxation Institute The Committee heard presentations from the Irish Taxation Institute and the Consumers Association of Ireland. It was agreed to defer this item in the absence of Senator Phelan. 2007/0015: Letter from the Financial Regulator regarding the way in which the various local authorities administer affordable housing loans and give advice to the borrowers about financial arrangements. Noted. 2007/0016 : Letter from the Minister for Finance relating to an individuals case with the Revenue Commissioners and the Ombudsman. It was agreed that the Committee would revisit this matter at the next meeting. 2007/0017: Letter from the General Secretary of the Department of Finance regarding the inclusion of rent allowances paid to Prison Officers who retired prior to January 1993, being taken into account in the determination of pensions. It was agreed to forward this letter to the Association of Retired Prison Officers, seeking a response in advance f the next meeting. Draft Interim Report on Under-claiming of Tax Credits, Allowances and Relief by Taxpayers. The draft report was discussed by the Committee. Correspondence from the Revenue Commissioners regarding the draft report was noted. The report, subject to the amendments agreed by the Committee at the meeting, was adopted. The Committee agreed there would be a formal launch of the report on Wednesday 11th April at 3 p.m. and that the report should be laid before both Houses of the Oireachtas and also placed on the Oireachtas website. 4. Draft Annual Report 2006 The draft Annual Report 2006 of the Committee, as circulated, was agreed. It was further agree that the report be laid before the Houses. 5. Minutes of previous meeting The minutes of the meeting of 4th April 2007 were unavailable. 3. Correspondence 2007/0049: Letter from An Taoiseach Bertie Ahern T.D outlining his position in a matter involving an individual and the Revenue Commissioners. The Committee expressed its dissatisfaction that the matter remained unresolved. It was agreed that the Chairman and the Clerk would draft a report on the issue for consideration at the next meeting. 2007/0050. Letter forwarded by the Taoiseach’s Office regarding the tax affairs of an individual. It was agreed to forward this correspondence to the Revenue Commissioners for attention. EU Scrutiny Letter to the Clerk dated 4/4/07 regarding decisions taken by the Sub-Committee on European Scrutiny. Noted. Statutory Instruments S.I No. 134 of 2007: Finance Act 2004 (Section 91) (Deferred Surrender to Central Fund) Order 2007. Noted. S.I No. 140 of 2007: Oireachtas (Allowances to Chairperson of Oireachtas Committees and Sub-Committees) Order 2007. Noted. 4. Arrangements for press launch of Interim Report on Under-Claiming of Tax Credits, Allowances and Relief by Taxpayers. It was agreed that the Chairman would make an opening statement followed by comments by the opposition spokespersons. Questions would then be invited. 5.
