7.Discussions with the Irish Endocrine Society on the issue of Shared Care for Diabetes patients.


The Chairman welcomed Dr. Richard Firth, Consultant Physician/Endocrinologist, Dr. Diarmuid Smith, Consultant Endocrinoligist, Ms. Margaret Donoghue, Dietician and Ms. Deirdre Moyna, Nurse to the meeting and asked Dr. Firth to commence his presentation.


A questions and answers session ensued following which the Chairman thanked the delegation for attending and giving the Committee such a comprehensive briefing on the issue. The Committee agreed to forward a copy of the transcript to the Minister with a recommendation that the funding be provided for shared care for diabetes patients.


8.Discussions with Cystic Fibrosis on progress made with the Cystic Fibrosis Working Group Chaired by the HSE.


The Chairman welcomed Ms. Mary Lane Heneghan — Chairperson, Carl Rainey, Vice Chairman, Mr. Rory Tallon, Cystic Fibrosis sufferer, Dr. Charles Gallagher — Respiratory Consultant St. Vincent’s University Hospital and Mr. Godfrey Fletcher, CEO Cystic Fibrosis Association of Ireland to the meeting and asked them to commence their presentation.


A questions and answers session ensued following which the Chairman thanked the delegation for attending and giving the Committee such a comprehensive briefing on the issue. The Committee agreed to write to the Minister for Health and the Minister for Finance regarding the staff ceiling on hospitals.

5.Motion re emerging industrial unrest between the HSE and the Nursing and Midwifery Unions, the INO and PNA


The Committee dealt with the motion submitted by Deputy Liz McManus on the issue of emerging industrial unrest between the HSE and the Nursing and Midwifery Unions, the INO and PNA. The motion was agreed and the Committee will Report to both Houses on this matter. The motion is:


‘The Joint Committee on Health and Children note, with concern, the emerging industrial unrest between the Health Service Executive and the nursing and midwifery unions, the Irish Nurses Organisation and Psychiatric Nurses Association.


It is clear to the Committee members, from representations received, that the professions hold a deep sense of grievance with regard to their hours of work and relative pay position within the health service.


Nurses and midwives are amongst the most flexible of public servants who provide essential care to the community on a seven day twenty four hour basis. They are an essential part of our health service.


The Joint Committee believe they hold substantial grievances, are prepared to engage in significant reform towards improving patient services and are seeking accommodations in line with those provided for other public servants.


On that basis we call on the Taoiseach, Minister for Finance, Minister for Health and Children and the Health Service Executive, and its employer organisations, to engage with the INO and PNA and to take all reasonable steps towards ensuring equitable conditions apply in the health service and, therefore, avoid a potentially damaging dispute in our already challenged health service system.”

The Chairman welcomed Mr. Chris Fitzgerald, Dept. of Health & Children, Mr. Hugh Kane, Local Health Manager, Wicklow and Chair of the Orthodontic Review Group, Mr. Pat Healy, Assistant National Director Service Management South, Mr. Seamus McNulty, Assistant National Director Service Management West and Ms. Mary Fitzpatrick, Manager Orthodontic Services, Dublin Mid Leinster to the meeting and asked Mr. Chris Fitzgerald to make his opening remarks on issues of the Public Orthodontic Service.
