3.Election of Temporary Chairman


In the absence of the Chairman and Vice-Chairman and there being a quorum present, the Clerk called for nominations for a temporary Chairman. Deputy Barry Andrews was nominated by Deputy Ned O’Keefe. As there were no other nominations, Deputy Andrews took the Chair.


The Committee agreed to go into private session to deal with some private business before continuing in public session.

7.Meeting with representatives of PAPA, Northern Ireland to discuss early intervention for children with autism.


On behalf of the Members of the Joint Committee, the Chairman welcomed Ms. Arlene Cassidy, Chief Executive, PAPA —Parents and Professionals & Autism Northern Ireland


Before commencement of the presentation, the Chairman drew attention to the fact that whereas members of the Committee had absolute privilege, the same privilege did not apply to witnesses appearing before the Committee.


Members were reminded of the long standing Parliamentary practice to the effect that members should not comment on, criticise or make charges against a person outside the House or an official by name in such a way as to make him or her identifiable.


The Chairman called on Ms. Cassidy to commence the presentation to the Committee on behalf of PAPA.


On completion of the presentation a question and answer session followed.


The Chairman thanked Ms. Cassidy for her presentation and discussion with the committee.

7.Meeting with Mr David McDonald to discuss HIV/AIDS- Sexual Health Education.


On behalf of the Members of the Joint Committee, the Chairman welcomed Mr. David McDonald.


Before commencement of the presentation, the Chairman drew attention to the fact that whereas members of the Committee had absolute privilege, the same privilege did not apply to witnesses appearing before the Committee.

The Chairman called on Mr. McDonald to commence his presentation to the Committee.


During his presentation, Mr. McDonald said that his name was not David MacDonald, that his name was Joe McGrath and that he was a professional playwright and actor from Canada.

The Chairman thanked Mr. McGrath for his presentation and discussion with the committee.

9.Meeting with the Department of Education and Science and the National Council for Curriculum and Assessment (NCCA) to discuss the provision of supports for children in a multi-ethnic/multi cultural society, with particular regard to children whose first language is other than English and the NCCA reports on Intercultural education.
