Joint Statement by the Commission and the Council (November 2000)

It established an integrated framework for Community Development activities, identifying six priority areas where Community Action could offer added value:


The link between trade and development


Regional integration and co-operation


Support for macroeconomic policies


Transport


Food security and sustainable rural development and;


Boosting institutional capacity



Key cross cutting issues were also identified, including:


Human Rights


Good governance and the Rule of Law


Gender


Environment


Conflict prevention and crisis management


And the 3 Cs — i.e. Coherence, Complementarity and Coordination


Here again there is much common ground with IrelandAid’s programme

The Commission has also tapped into new donor thinking through the use of EC Country Strategy Papers, which provide for co-development with partner countries of an agreed basis for co-operation, consistent with international work on the World Bank-led PRSP (Poverty Reduction Strategy) process. Henceforth, the Commission will have to draft Country Strategy Papers in the field in a consultative process involving all Member States and other donors and will have to be co-ordinated with the World Bank/PRSP process.
