Work Programme 1999

Introduction

The Joint Committee on European Affairs was established following an order of the Dáil of 13 November 1997 and of the Seanad of 19 November 1997.


In addition, Dáil Standing Order 79A(4) states-


“As soon as may be following its appointment and thereafter at annual intervals, each Select Committee shall prepare a work programme and shall lay such programme before Dáil Éireann.”.


Seanad Standing Order 63(4) states-


“As soon as may be following its appointment and thereafter at annual intervals, each Select Committee shall prepare a work programme and shall lay such programme before Seanad Éireann”.

Revised Draft 1999 Work Programme

The Joint Committee on European Affairs, in accordance with its orders of reference, will consider and report on the following matters in 1999:


Agenda 2000 - Financial Aspects


Enlargement of the European Union


European Aspects of the Drugs Problem (follow on from 1998 report)


EMU - monitoring of changeover procedures


Such other matters as may be jointly referred to it by the Houses of the Oireachtas.


Draft European Union Legislation and Statutory Instruments made under the European Communities Acts, 1972-98 Initially reports will be requested from Departments on;


Proposal for a Council Regulation establishing agrimonetary arrangements for the Euro.


Proposal for a Council Directive amending Directive 88/609/EEC on the limitation of emissions of certain pollutants into the air from large combustion plants.


Proposal for a Council Regulation (EC) on substances that deplete the ozone layer.


Proposal for Council Directives: Relating to the allocation of railway infrastructure capacity and levying charges for the use of railway infrastructure-


Amending Directive 91/440/EEC on the development of the Community’s railways


Amending Directive 95/18 on the licensing of railway undertakings


Proposal for Council Directives amending Council Directive 92/106/EEC on the establishment of common rules for certain types of combined transport between Member States and


amending Council Directive 96/53/EC laying down for certain road vehicles circulating within the Community the maximum authorised dimensions in national and international traffic and the maximum authorised weights in international traffic.


The Joint Committee, in accordance with its orders of reference, will represent the Houses of the Oireachtas at the Conference of European Affairs Committees of the National Parliaments of the European Union.


The Select Committee on European Affairs of Dáil Éireann [14 Members] shall consider such Bills, the statute law of which is dealt with by the Department of Foreign Affairs, as shall be referred to it by Dáil Éireann from time to time.


The above work programme, for 1999, was agreed by the Joint Committee at its meeting on


20 January, 1999.
