Introduction

The Joint Committee on Foreign Affairs was established following Orders of the Dail and Seanad of 23rd October 1997. In addition, Standing Orders state that the following powers may be conferred on a Committee:-

“(1)power to take oral and written evidence and to print and publish from time to time minutes of such evidence taken in public before the Select Committee together with such related documents as the Select Committee thinks fit;”.

This Report of the Joint Committee, on The Great Lakes Region of Africa (Rwanda, Burundi and the Democratic Republic of Congo), was agreed at its meeting on 22nd April, 1998.
