APPENDIX 1

Principal Anti-Crisis Measures Currently in Operation 1

1.An Aids Code which restricts the provision of State aid to steel undertakings. All investment and operating aids were abolished with effect from 31 December, 1985. State aid is still permitted in respect of research and development, environmental protection and closures of production capacity.


2.A system of production and delivery quotas aimed at balancing supply with demand. The Commission is empowered to impose penalties on undertakings for breaches of the system.


3.A system of pricing rules.


4.A system of monitoring intra-Community trade in certain steel products involving Accompanying Documents and Production Certificates.


5.A system of restrictions on the export of certain steel products to the USA.


6.Arrangements with the EEC’s main trading partners under which the countries concerned restrict their exports to the Community in return for a price penetration margin.
