NOTES


(i)Regulation No. 2908/83 provides for a 50% Grant for Ireland but in practice, the Grant never exceeds 35% because of an EEC decision.


(ii)Projects under this Scheme require individual approval by the Departments of Fisheries and Forestry and Finance.


(iii)Since there is no enabling State Grant, these projects will not qualify for F.E.O.G.A. Grant.


(iv)This assistance is only available from Brussels if there is a National Scheme in operation which provides the same level of assistance from Member State Funds. B.I.M. made proposals for such a Scheme. We understand that the Scheme was submitted to Brussels who approved it as being in accordance with Directive 83/515. We also understand that the Department of Finance have not agreed to the introduction of the Scheme for Ireland (This is a directive and not a regulation, therefore its introduction is left to the discretion of each Member State).


(v)There are very complicated rules regarding average lay up periods etc.. governing the payment of these grants. In any event since there is no State Scheme in Ireland, the temporary lay up Grant will not apply. It is unlikely taht any Irish vessels would have qualified in any event.
