Mr. Halligan spoke in the debate while Messrs. McCartin, Ryan and Maher gave explanation of their votes. All spoke strongly in favour of the draft Treaty. Mr. McCartin said he had reservations about the Article on regional policy and said that the European Council was an “unnecessary imposition” which has usurped the role of the Council of Ministers and added nothing to the effectiveness of the decision-making process. Mr. Ryan put on the record that the Fine Gael members would not take part in the vote on any sections concerned with military security or defence matters and he reaffirmed Ireland’s determination to retain its status of neutrality outside any military alliance. Mr. Maher said there should be a stronger commitment to the regions. Mr. Halligan said he had reservations about the need to allow for amendment to the text, about neutrality and about the need to face up to regional disparities.
