PROCEEDINGS OF THE JOINT COMMITTEE

1. The Joint Committee met at 4 p.m.

2. Members Present.

The following Members were present:

Senator Eoin Ryan (in the Chair); Deputies Austin Deasy, Barry Desmond, James N. Fitzsimons, William Kenneally and Liam Lawlor; and Senator Justin Keating.

6. Draft Report on Voluntary Health Insurance Board.

The Chairman brought forward a Draft Report which was read as follows:—

(i) Paragraphs 1 to 11, inclusive, agreed to.

(ii) Paragraph 12 amended and agreed to, as amended.

(iii) Paragraphs 13 to 16, inclusive, agreed to.

(iv) Paragraph 17 amended and agreed to, as amended.

(v) Paragraphs 18 to 20, inclusive, agreed to.

(vi) Paragraph 21 amended and agreed to, as amended.

(vii) Paragraph 22 agreed to.

(viii) Paragraph 23 amended and agreed to, as amended.

(ix) Paragraphs 24 to 26, inclusive, agreed to.

(x) New Paragraph.

Following new paragraph inserted before paragraph 27:—

“In a submission to the Committee, the Association for the Welfare of Children in Hospital (Ireland) stated, ‘mothers who accompany their young children to hospital are not covered by VHI benefits. Mothers are often charged for accommodation—sometimes at private patient rate.’ Commenting on this submission, the Assistant General Manager told the Committee, ‘If hospitals provide these facilities and where there is a genuine need, we would certainly go along with it because we consider it to be highly desirable’. The Committee was glad to be told that.”
