LETTER TO CLERK TO JOINT COMMITTEE FROM NAAS URBAN DISTRICT COUNCIL

I wish to refer to your letter of the 14th November, 1979 and your reminder of the 11th instant in which you requested a submission setting out the views of this Council in relation to the NBA. With regard to this query I would like to point out that this Council have engaged the NBA in a scheme of houses at Ballycane, Naas consisting of approx. 150 houses and 43 private sites. To date 53 houses have been constructed with 28 houses and development works for 43 private sites presently in course of construction. You will appreciate therefore that it is difficult to answer question (a) as our experience of the Company to date is of a limited nature. In relation to (b) and (c) the position at present appears to be reasonably successful. In relation to (d) and (e) I feel that there is a difficulty in relation to these matters basically due to the following reasons:


(1) Lack of liaison between the NBA and the Council while the schemes are in progress; in other words I feel that a progress report should be submitted every three months on the amount of work carried out to date, expenditure etc.


(2) To date we have not taken over any scheme of houses completed by the NBA although we have now been requested to take over the 1st stage of 53 houses. However, the amount of complaints in relation to faults lodged by the tenants at this office is quite substantial and therefore the matter of taking over these houses would appear at this stage to be a time consuming exercise for our Engineer.


The above therefore are briefly the points which come to mind in relation to our dealings with the NBA.
