Committee Reports::Report - Amendment to Standing Order to provide for attendance of Minister of State::30 November, 1977::Report

REPORT

1. The Committee on Procedure and Privileges has taken account of


(i)the passing by both Houses of the Ministers and Secretaries (Amendment) (No. 2) Bill, 1977 which provides for the appointment of Ministers of State and the abolition of the office of Parliamentary Secretary; and


(ii)the terms of Standing Order No. 45 of the Standing Orders Relative to Public Business which provides inter alia that a Parliamentary Secretary may attend and be heard during the different stages of any Bill or the debate on any other matter.


2. The Committee recommends that, on the enactment of the Bill, Standing Order No. 45 be amended by the deletion of the words “Parliamentary Secretary” and the substitution therefor of “Minister of State” and that the Standing Order should accordingly read:


“45. A Minister of State or Attorney General who is a member of the Dáil may attend and be heard during the different stages of any Bill or the debate on any other matter.”
