PROCEEDINGS OF THE JOINT COMMITTEE

Wednesday, 4th June, 1975

1. The Joint Committee met at 4.30 p.m.

2. Members Present.

The following members were present:

Deputies Haughey (in the Chair), Desmond, Dockrell, Esmonde, Flanagan, McDonald and Staunton; Senators Boland, Higgins and Lenihan. Apologies for inability to attend were received from Deputies Collins and Fitzgerald.

3. Draft Report on Direct Elections to the European Parliament.

The Chairman brought forward a Draft Report which was read as follows:—

(i) Paragraphs 1 to 7 inclusive agreed to.

(ii) Paragraph 8.

Amendment proposed (Deputy Esmonde):

“To delete ‘17’ and substitute ‘18’ in the last sentence”.

Amendment agreed to.

Paragraph, as amended, agreed to.

(iii) Pargaraph 9.

Amendment proposed (Deputy Desmond):

“To delete the second and final sentences in the last sub-paragraph and substitute the following:—

‘The system would be equally suitable in a single national constituency or regional constituencies but having regard to the comparatively small number to be elected the Joint Committee favours a single national constituency’”.

Amendment agreed to.

Paragraph, as amended, agreed to.

(iv) Paragraph 10 agreed to.

Draft Report, as amended, agreed to.
