I am directed by the Select Committee on Statutory Instruments to refer to the Children Act, 1941 (Section 21) Regulations, 1969 which were made on 30th October, 1969 and laid before Seanad Éireann on 8th December, 1969.

The Committee has to consider whether there has been unjustifiable delay in laying this instrument before Seanad Éireann and it would therefore welcome an explanation of the delay. In this connection I am to direct your attention to paragraph 13 of the First Report (T. 152—Pr. 3001) of the Select Committee on Statutory Instruments dated 5th May, 1955.

I am directed to refer to your minute of 15 Eanáir and to express regret at the delay in laying the Children Act, 1941 (Section 21) Regulations, 1969 before Seanad Éireann. This delay was due to the fact that the Head of the Section which deals with this matter was on sick leave at the time.
