1. The Committee met at 11 a.m.


2. Members Present.


The following members were present:—


Deputy Patrick Hogan (in the Chair), Deputies Barrett, Briscoe, FitzGerald, H. Gibbons, Nolan and Tunney.


3. Final Report of the Committee.


The Chairman brought forward a Draft Final Report for consideration.


(i) Paragraphs 1 to 8 inclusive agreed to.


(ii) Paragraph 9.


Amendment proposed (Deputy FitzGerald):


“To delete ‘Clearly the subject needs to be thoroughly investigated and a positive plan drawn up. The Committee wishes to be kept informed of developments’ and substitute ‘Clearly in the interests of efficiency and economy a positive plan, designed to resolve these difficulties within a short space of time, is required. The Committee feels that such a plan should be prepared and communicated to the Committee’”.


Amendment agreed to.

(iii) Paragraphs 10 to 14 inclusive agreed to.


(iv) Paragraph 15.


Amendment proposed (Deputy FitzGerald):


“To delete ‘The Committee wonders about the extent of the supervision of projects of this kind, particularly when subventions are provided from voted moneys and would like to be informed of the Department’s responsibilities in such cases’ and substitute ‘The Committee wonders about the extent of the planning and supervision of this project and would like to be informed of the Department’s responsibilities in this and similar cases, particularly where subventions are provided from voted moneys. In general, the Committee feels that in the case of capital projects involving interdependent units it is imperative that steps be taken at the planning stage to guarantee full utilisation of the capital investment by securing co-ordinated development of the whole project and the simultaneous completion of the various units.’”

(vi) Paragraph 28.


Amendment proposed (Deputy FitzGerald):


“To add to the paragraph: ‘In this connection, the Committee asked for information about the amount of the additional cost to CIE of general administration to cope with these services. The amount charged by CIE under this head was £300,000.’”

(viii) Draft Final Report as amended, agreed to.
