APPENDIX IV.Industrial Training (Textiles Industry) Order 1968 [S.I. No. 278 of 1968]. An Rúnaí, An Roinn Saothair. I am directed by the Select Committee on Statutory Instruments to refer to the Industrial Training (Textiles Industry) Order, 1968 which was made on 19th December, 1968 and laid before Seanad Éireann on 10th January, 1969. The Committee has to consider whether there has been unjustifiable delay in laying this instrument before Seanad Éireann and it would therefore welcome an explanation of the delay. In this connection I am to direct your attention to paragraph 13 of the First Report (T.152—Pr. 3001) of the Select Committee on Statutory Instruments dated 5th May, 1958. C. P. A Chara, Your minute of the 16th June 1969 has been forwarded to me by the Dept. of Labour who advise that it would be appropriate for AnCO to reply direct to your committee. I regret that, having regard to paragraph 13 of the committee’s First Report, there was an unjustifiable delay in laying the above Order before Seanad Éireann. The only explanation that can be offered is that this was the first order to be passed by AnCO and the necessity for laying the instrument before each House of the Oireachtas within the shortest possible period after its execution was not appreciated fully, You will note, however, that since then we have made three further orders (the Industrial Training Orders for the Engineering, Clothing & Footwear and Construction Industries—S.I. Nos. 40, 44 and 47 of 1969, respectively) and each of these has been laid before the Seanad within three or four days of execution. I can assure you that all future orders required by our parent Act to be presented to the Seanad will be laid before the House within the shortest possible period after making. Mise, le meas, B.
