I am directed by the Select Committee on Statutory Instruments to refer to the Social Welfare (Widows’ and Orphans’ (Contributory) Pensions) (Transitional) (Amendment) Regulations, 1966 [S.I. No. 234 of 1966] and the Social Welfare (Widows’ and Orphans’ (Contributory) Pensions) Regulations, 1966 [S.I. No. 235 of 1967] both of which were made by the Minister for Social Welfare on 21st October, 1966 and to the Social Welfare (Overlapping Benefits) (Amendment) Regulations, 1966 [S.I. No. 247 of 1966] which was made by the Minister on 31st October, 1966. The Select Committee notes that S.I. Nos. 234 and 235 of 1966 were laid before Seanad Éireann on 9th November, 1966, and that S.I. No. 247 was so laid on 14th November, 1966. In accordance with its terms of reference the Committee has to consider whether there was unjustifiable delay in the laying of these instruments before Seanad Éireann and in this connection I am to invite your attention to paragraph 13 of the First Report (Pr. 3001) of the Select Committee on Statutory Instruments dated 5th May, 1955. I am directed by the Minister for Social Welfare to refer to your communication of the 9th March, 1967, concerning delay in the laying before Seanad Éireann of the following statutory instruments:— Social Welfare (Widows’ and Orphans’ (Contributory) Pensions) (Transitional) (Amendment) Regulations, 1966—S.I. No. 234 of 1966; Social Welfare (Widows’ and Orphans’ (Contributory) Pensions) Regulations, 1966—S.I. No. 238 of 1966; Social Welfare (Overlapping Benefits) (Amendment) Regulations, 1966 —S.I. No. 247 of 1966, and to state that the delay which occurred in connection with the submission of these instruments is regretted. The Minister is well aware of the need for promptness in laying statutory instruments before Seanad Éireann and every effort is made, and will continue to be made, to avoid any delay in that respect. However, owing to very heavy pressure of work in this Department at the time these instruments were made and to staff shortage, particularly as regards typing personnel, the delay which occurred in these cases was, regrettably, unavoidable.
