I am directed by the Select Committee on Statutory Instruments to refer to the Housing Authorities (Loans for Acquisition or Construction of Houses) (Amendment) Regulations, 1965 (S.I. No. 137 of 1965) which was laid before Seanad Éireann pursuant to section 23 (2) of the Housing (Loans and Grants) Act, 1962 and which purports to amend the Housing Authorities (Loans for Acquisition or Construction of Houses) Regulations, 1964 (S.I. No. 130 of 1964).

The Committee notes that S.I. No. 130 of 1964 was laid before Seanad Éireann as a non-statutory presentation although it appears to be subject to the requirements of section 23 (2) of the 1962 Act. It would welcome an explanation from your Department.

With reference to your minute of 16 Nollaig, 1965, I am directed by the Minister for Local Government to state that the presentation of the Housing Authorities (Loans for Acquisition or Construction of Houses (Amendment) Regulations, 1965 (S.I. No. 137 of 1965) was inadvertently made as a non-statutory presentation. The omission to have stated that it was laid before Seanad Éireann pursuant to Section 23 (2) of the Housing (Loans and Grants) Act, 1962, is regretted.
