Social Welfare (Northern Ireland Reciprocal Arrangements) Order, 1964 [S.I. No. 213 of 1964].

I am directed by the Select Committee on Statutory Instruments to state that it notes that the Social Welfare (Northern Ireland Reciprocal Arrangements) Order, 1964 [S.I. No. 213 of 1964] was presented to Seanad Éireann pursuant to section 3 (5) of the Social Welfare Act, 1952. The Committee wishes to learn why it is considered that the latter provision applies to the order. In this connection it notes that section 71 of the Act contains a specific provision regarding the laying of orders made under that section before each House of the Oireachtas but that section 64 under which the order under reference was made contains no such provision.

I am directed by the Minister for Social Welfare to refer to your communication, dated 29 Iúil, 1965, regarding the Social Welfare (Northern Ireland Reciprocal Arrangements) Order, 1964 (S.I. No. 213 of 1964). It is regretted that through oversight the Order was presented as being pursuant to Section 3 (5) of the Social Welfare Act, 1952.

I am to add that it was considered to be of advantage to the members of the Senate in the discharge of their functions that they should be made aware of the provisions of the Order and this was the intention behind the presentation.
