APPENDIX XXXVIII.

FORMAT OF CERTAIN ESTIMATES.

I am directed by the Minister for Finance to inform the Committee of Public Accounts that, with a view to better presentation and to simplifying accounting processes, it is proposed to adopt revised formats for the Estimates for the Office of the Revenue Commissioners, Local Government, Fisheries and Army Pensions as set out in enclosures to this minute. Moreover, in accordance with the wishes of the Committee expressed in paragraph 38 of their Report of 11 July, 1963, the Estimates for Office of the Minister for Social Welfare, Social Insurance and Social Assistance have been amalgamated under the title “Social Welfare.” Copies of the revised Estimates are also enclosed.


The Minister trusts that the proposed changes, which it is hoped to effect as from 1964-65, will be acceptable to the Committee. They do not effect significantly the information at present furnished in relation to the Estimates concerned.


I am also to inform the Committee that, as part of the policy of extending the commercial freedom of the Department of Posts and Telegraphs, the Minister has agreed that, with effect from 1 April, 1964, payments in cash should be made for all services rendered by or for the Department of Posts and Telegraphs. Provision accordingly will be made in each Estimate affected by the revised charging arrangements.

I am directed by the Minister for Finance to inform the Committee of Public Accounts that consequent on the passing of the Electoral Act, 1963, which, inter alia, transferred the responsibility for the preparation of the Register of Electors to Local Authorities with recoupment by the State of portion of the expenses so incurred, it is proposed that the present Estimate for Expenses under the Electoral Act and the Juries Act (Vote 16) should be replaced by a new subhead in the Estimate for Local Government (Vote 29) in the Estimate Volume for 1964-65. The change will not significantly affect the amount of information hitherto furnished in relation to Vote 16.


The Minister trusts that the above proposal will be acceptable to the Committee and regrets that notification of the change was not given at an earlier date.

(a) Issues will be made with the consent of the Minister for Finance and the Board’s audited accounts including expenditure of issues to it from its Grant-in-Aid, will be laid with the auditors’ report before each House of the Oireachtas (No. 7 of 1952, section 5).


(a) One officer is a member of An Bord Iascaigh Mhara, from the fund of which he receives a £300 allowance.


(b) One officer is loaned to An Bord Iascaigh Mhara, from the funds of which he receives a £250 allowance. The Board refunds his salary and pension contribution.


(c) One officer acts as Private Secretary to the Parliamentary Secretary to the Minister for Lands and receives an allowance of £106 a year which is borne on Vote 37.


(d) One officer is loaned to the Salmon Research Trust to study peat silt pollution.


(e) One officer receives a gratuity at the rate of £100 a year for additional duties.

Provision is made in Vote 45 for remuneration amounting to £2,219 in respect of one borrowed officer.


(a) The salaries, etc., of the staff engaged in the administration of Army Pensions are borne on Vote 45


(b) This officer is in receipt of a non-pensionable allowance of £82 a year.

(a) Two posts of Clerical Officer are blocked by Male Temporary Clerks. 1s posts of Clerk-Typist are blocked by Female Temporary Clerical Assistants.


(b) These allowances are paid as follows:—Private Secretary to the Minister (Staff Officer), £79; Private Secretary to the Secretary (Executive Officer), £63; Confidential Clerk-Typist to the Minister, £13.

(a) The expenses of administering the Social Insurance Fund are recovered from the Fund each year; and appropriated in aid of the Votes to which the expenses are attributable.
