FORMAT OF CERTAIN ESTIMATES.

I am directed by the Minister for Finance to inform the Committee of Public Accounts that, with a view to better presentation and to simplifying accounting processes, it is proposed to adopt revised formats for the Estimates for the Office of the Revenue Commissioners, Local Government, Fisheries and Army Pensions as set out in enclosures to this minute. Moreover, in accordance with the wishes of the Committee expressed in paragraph 38 of their Report of 11 July, 1963, the Estimates for Office of the Minister for Social Welfare, Social Insurance and Social Assistance have been amalgamated under the title “Social Welfare.” Copies of the revised Estimates are also enclosed.
The Minister trusts that the proposed changes, which it is hoped to effect as from 1964-65, will be acceptable to the Committee. They do not effect significantly the information at present furnished in relation to the Estimates concerned.
I am also to inform the Committee that, as part of the policy of extending the commercial freedom of the Department of Posts and Telegraphs, the Minister has agreed that, with effect from 1 April, 1964, payments in cash should be made for all services rendered by or for the Department of Posts and Telegraphs.
Provision accordingly will be made in each Estimate affected by the revised charging arrangements.

I am directed by the Minister for Finance to inform the Committee of Public Accounts that consequent on the passing of the Electoral Act, 1963, which, inter alia, transferred the responsibility for the preparation of the Register of Electors to Local Authorities with recoupment by the State of portion of the expenses so incurred, it is proposed that the present Estimate for Expenses under the Electoral Act and the Juries Act (Vote 16) should be replaced by a new subhead in the Estimate for Local Government (Vote 29) in the Estimate Volume for 1964-65.
The change will not significantly affect the amount of information hitherto furnished in relation to Vote 16.
The Minister trusts that the above proposal will be acceptable to the Committee and regrets that notification of the change was not given at an earlier date.

(a) The expenses incurred by the Minister for Local Government in carrying the Local Authorities (Combined Purchasing) Act, 1939, into effect during 1964-65 include portion of the cost of the staff of this Section estimated at £ in addition to a charge of £ included under Messenger, etc., staff and
£ under Subhead B. These expenses are paid in the first instance, in accordance with Section 17 of the Act, out of moneys provided by the Oireachtas but are recoverable in the following financial year from the Councils of Counties and County Boroughs pursuant to the same section.
(b) One Officer is seconded to the National Building Agency which refunds his salary plus pension contribution.
(c) One Officer on special leave with pay with the Organisation for Economic Co-operation and Development, Salary plus pension contribution recouped.
(a) A sum determined at £ in respect of portion of the salaries of the staff of these Sections.
Engineering Staff, Secretariat, etc., and other expenses included under Subheads B and C is recoverable from the Road Fund.
(b) One with maximum of £1,330.
(c) One Officer is seconded to the Institute of Public Administration which refunds his salary plus pension contribution.
(d) One Officer on special leave without pay with the United Nations Organisation.
(a) Six posts blocked by Senior Engineering Inspector on a personal scale of £1,755 × 41—1,975.

(c) One Officer on special leave without pay with the National Building Agency. One Officer receives a temporary non-pensionable allowance of £290 a year for performing higher duties. One Officer receives a gratuity of £100 a year for special duties.

(a) Issues will be made with the consent of the Minister for Finance and the Board’s audited accounts including expenditure of issues to it from its Grant-in-Aid, will be laid with the auditors’ report before each House of the Oireachtas (No. 7 of 1952, section 5).
(a) One officer is a member of An Bord Iascaigh Mhara, from the fund of which he receives a £300 allowance.
(b) One officer is loaned to An Bord Iascaigh Mhara, from the funds of which he receives a £250 allowance.
The Board refunds his salary and pension contribution.
(c) One officer acts as Private Secretary to the Parliamentary Secretary to the Minister for Lands and receives an allowance of £106 a year which is borne on Vote 37.
(d) One officer is loaned to the Salmon Research Trust to study peat silt pollution.
(e) One officer receives a gratuity at the rate of £100 a year for additional duties.
(f) One officer receives £100 temporary non-pensionable allowance for hydrographic duties.
(g) This officer receives a temporary non-pensionable allowance of £108 a year.
