IMEACHTAÍ AN CHOMHCHOISTE.PROCEEDINGS OF THE JOINT COMMITTEE.Dé Máirt, 9 Aibreán, 1963.Tuesday, 9th April, 1963.1. The Committee met at 11 a.m. 2. Members Present. The following members were present:— Deputies Colley, McQuillan, Treacy and Senators Fitzpatrick, Eoin Ryan and Sheldon. 3. Election of Temporary Chairman. Motion made (Senator Fitzpatrick): “That Senator Sheldon be Chairman of this meeting”. Question put, and agreed to. Senator Sheldon took the Chair accordingly. 4. Appearances for the Promoters. Mr. John Gleeson, S. C., Mr. Maurice FitzGerald, B.L., and Mr. Patrick Glynn, LL.B., Parliamentary Agent, appeared for the Promoters, the Limerick Harbour Commissioners. 5. Hearings in support of Preamble. Mr. John Gleeson, S.C., and Mr. Maurice FitzGerald, B.L., were heard in support of the Preamble of the Bill and called evidence. 6. Witnesses Examined. Mr. Patrick Donnellan, Vice-Chairman, Limerick Harbour Commissioners; Mr. Thomas F. O’Sullivan, B.E., Harbour Engineer; Superintendent Murphy, Garda Síochána, Limerick City; Lt.-Commander A. J. Whelan, Harbour Master; Captain W. J. Knight, Manager and Secretary, Limerick Harbour Commissioners; and Mr. Martin McGuire, Chairman, Limerick Harbour Commissioners, sworn and examined. 7. Meeting Suspended. The Committee suspended its meeting at 1.15 p.m. The meeting was resumed at 2.15 p.m. Room cleared. 8. The Committee deliberated. 9. Minutes of Evidence. Ordered: That, pursuant to Standing Order 80 (Private Business), the evidence be not printed. 10. Consideration of Bill. The Committee took the Bill into consideration. (i) Preamble proved. (ii) Section 1 agreed to. (iii) Section 2 agreed to (Deputy McQuillan dissenting). (iv) Section 3. Amendment proposed: “In subsection (1), line 45, to delete ‘private’ and substitute ‘legal’.” Amendment agreed to. Section, as amended, agreed to. (v) Sections 4 and 5 agreed to. (vi) Title agreed to. 11. Report of Committee. Draft Report brought in by the Chairman (Senator Sheldon) read a first and second time and passed as follows:— 1. The Joint Committee reports that it has examined the Preamble of the Bill and it has found that the allegations therein contained have been proved to its satisfaction. 2. The Committee has gone through the Bill and has made an amendment thereto for the purpose of clarifying the position in regard to the nature of the right entitling a person to claim compensation under the Bill. Ordered: To report to both Houses accordingly. 12. Conclusion of Business. The Committee concluded its business at 3.20 p.m. |
