IMEACHTAÍ AN CHOMHCHOISTE.

PROCEEDINGS OF THE JOINT COMMITTEE

1. Chruinnigh an Comhchoiste ar 3 p.m.


2. Comhaltaí i Láthair.


Bhí na comhaltaí seo a leanas i láthair:—


An Teachta Ó hÉaluighthe (i gCeannas), na Teachtaí Seán de Brún, Mac Cosgair, Mac Seoin, Ó Ceit, Loughman, Ó Maoldhomhnaigh, Ó Neachtain, Ó Súilleabháin agus Suatman, na Seanadóirí Mac Giolla Chomhghaill, Ó Líonacháin, Stráinse, Ó Murchadha, Ó Maoláin agus Ó Coigligh.


3. Rinne an Comhchoiste breithniú.


4. Tuarascáil Eatramhach an Chomhchoiste.


Chuir an Cathaoirleach Dréacht- Tuarascáil Eatramhach faoi bhráid an Chomhchoiste chun a bhreithnithe.


(i) Aontaíodh míreanna 1 go 6 go huile.


(ii) Mír 7.


Léadh an mhír mar a leanas:


“Under these proposals, a member of the Garda Síochána would be registered to vote as a postal voter at both Dáil and local elections. He would, however, have the choice of being registered either in the constituency or electoral area where he is stationed or in that where, but for his service, he would be ordinarily resident.”


Tairgeadh leasú (An Teachta Loughman):


“In line 3, to add to the first sentence of the paragraph the words ‘in the area in which he is ordinarily resident’ and to delete, in lines 3 to 6, the second sentence of the paragraph.”


Aontaíodh an leasú.

Léadh an mhír mar a leanas:


“The Joint Committee considers that the interests of blind and incapacitated persons would best be served by restricting the class of persons who may act as companions to persons who, having attained the age of 21 years, are the father, mother, brother, sister, husband, wife, son or daughter of the blind or incapacitated voter, and, accordingly, recommends acceptance of the proposal, subject to this restriction.”

“In lines 1 to 7, to delete all words after ‘Committee’ and substitute ‘recommends acceptance of the proposal subject to the restrictions:—


(i) that an agent of a candidate may require the presiding officer to challenge the voter or his companion and insist on an oath being taken;


(ii) that a companion may act for one person only;


(iii) that a companion may not be either a candidate or an agent of a candidate; and


(iv) that a companion must complete a declaration of secrecy’.”
