1. The Committee met at 5.15 p.m.

2. Members Present.

The following members were present:—

Deputies Seán Browne, Cosgrave, Cunningham, Geoghegan, Jones, Moloney, O’Toole and Sheldon.

3. Election of Chairman.

Motion made (Deputy O’Toole):

“That Deputy Cosgrave be the Chairman of the Committee.”

Question put, and agreed to.

Deputy Cosgrave took the Chair accordingly.

4. The Committee deliberated.

5. Consideration of Appropriation Accounts, 1959-60.

Consideration of the Appropriation Accounts for the year 1959-60 was begun. The following Accounts were disposed of:—President’s Establishment, Houses of the Oireachtas, Department of the Taoiseach, Central Statistics Office, Office of the Minister for Finance, Management of Government Stocks, State Laboratory, Civil Service Commission, An Chomhairle Ealaíon, Commissions and Special Inquiries, Superannuation and Retired Allowances, Secret Service, Expenses under the Electoral Act and the Juries Act, Supplementary Agricultural Grants, Law Charges, Miscellaneous Expenses, Increases in Pensions, Repayments to Contingency Fund, Remuneration, External Affairs (Excess Vote), External Affairs and International Co-operation.

6. Witnesses Examined.

Mr. T. K. Whitaker (Secretary, Department of Finance), Mr. C. C. Cremin (Secretary, Department of External Affairs), Miss M. Bhreathnach and Mr. C. J. Byrnes (Department of Finance) and the Comptroller and Auditor General were examined.

7. Interim Report of Committee.

The Chairman brought forward a Draft Interim Report for consideration.

Draft Interim Report agreed to.

Ordered: To report to the Dáil accordingly.

8. Adjournment.

The Committee adjourned at 6.25 p.m. until 11 a.m. on Thursday, 10th November, 1960.
