FORMAT OF CERTAIN ESTIMATES.

(i) Vote 15—Commissions and Special Inquiries.

I am directed by the Minister for Finance to inform the Public Accounts Committee that he has had under consideration the question of providing in 1960/61 and future years in the relevant departmental Votes for commissions, committees and special enquiries.


In the case of commissions and committees provided for in the Vote for Commissions and Special Inquiries, the promoting Department generally provides the clerical and typing staff without repayment from this Vote and there is no good reason why the remaining expenditure (mainly travelling and subsistence expenses of members of committees, etc.) should not be charged likewise.


Moreover, although questions regarding the activities of any commission or inquiry should properly be raised on the Estimate for the service to which the commission or inquiry is attached it frequently happens that such questions are raised on the Estimate for Commissions and Special Inquiries. This Vote is accounted for by the Office of the Minister for Finance which has not the necessary detailed information about the activities of the various commissions, etc., to deal adequately with all the queries raised.


The Minister proposes therefore that, as from 1960/61 onwards, the Estimate for Commissions and Special Inquiries should be dropped and provision for the various bodies made in the relevant departmental Votes, the usual detailed information about expenditure being given in the Appropriation Accounts of such Votes.


The Minister would be glad to learn that the Public Accounts Committee has no objection to this proposal.

I am directed by the Minister for Finance to state, for the information of the Committee of Public Accounts, that, towards better coordination of administrative and accounting responsibilities, he has in mind effecting certain transfers from the Vote for Miscellaneous Expenses as from 1960/61. The changes contemplated are as follows:—


Subhead A—The Incorporated Council of Law Reporting for Ireland (Grant-in-Aid): to be transferred to one of the group of Votes administered by the Department of Justice. That Department has agreed in principle.


Subhead C.—Cultural Institutions (Grants-in-Aid): the payments to the Royal Zoological Society of Ireland, the Royal Irish Academy and the Royal Irish Academy of Music to be transferred to the Vote for Science and Art. The Department of Education has agreed to these transfers.


Subhead D.—The Irish Stakes: to be transferred to Subhead K.1 of the Vote for Agriculture as agreed with the Department of Agriculture.


Subhead G.—Compensation, etc., for Personal Injuries and Injuries to Property: the small ex-gratia allowance in item 1 of this Subhead to be transferred to the Vote for Superannuation and Retired Allowances.

The enclosure to this minute sets out in detail the proposed format of the amalgamated Estimate. It will be observed that particulars of both services will continue to be shown in the same detail as heretofore, thus ensuring no lessening of financial control.

I am directed by the Minister for Finance to inform the Committee of Public Accounts that a re-arrangement of the Estimates comprising the Industry and Commerce group is necessitated by the transfer to the new Department of Transport and Power of certain of the services hitherto administered by the former Department. Advantage is being taken of this opportunity to introduce certain other changes considered desirable in the format of these Estimates.


A copy of the relevant submission from the Department of Industry and Commerce is herewith. It is considered that, subject to some minor modifications, the changes proposed therein which, apart from their other merits, would be of considerable benefit from the point of view of administrative convenience and should make for economy in printing and stationery, should be accepted. It is proposed, accordingly, that the Estimates for 1960/61 and future years should be prepared on this new basis and the Minister would be glad to hear that the Committee sees no objection to this course.

I am directed by the Minister for Industry and Commerce to state that the form in which provision is made in the Estimates for the Department’s services has been under consideration for some time past. The present arrangement of six Votes with a total of 86 Subheads is cumbersome and could be considerably improved by a reduction in the numbers of both Votes and Subheads.


The impending transfer to a new Department of the transport and power services will entail considerable changes and adjustments in the Departments Estimates and provides a suitable opportunity for carrying out the much wider changes which are considered desirable.


The enclosed memorandum with attached draft Estimates setting out the Department’s proposals for bringing all services within the ambit of two Votes, “Industry and Commerce” and “Transport and Power” (with a total of about 48 Subheads) is submitted for your consideration, and for the approval of the Minister for Finance. It is also proposed that the revised arrangements should operate as from the 1st April, 1960.

PROPOSED REGROUPING OF THE SERVICES HITHERTO ADMINISTERED BY THE DEPARTMENT OF INDUSTRY AND COMMERCE.

The services at present administered by the Department are provided for in six Votes with a total of 86 Subheads. These services which are henceforward to be administered by two Departments “Industry and Commerce” and “Transport and Power” can be brought within the ambit of two Votes. A number of Subheads mainly on the administration side (Salaries, Travelling, Incidentals, Telephones, etc.) can be amalgamated, reducing the total to less than 50 subheads (26 in the Vote for Industry and Commerce and 22 in the Vote for Transport and Power).


A reduction in the number of Votes (and Subheads) would reduce the number of Estimates, Appropriation Accounts and other financial returns; provide a more logical grouping of allied services and give a clearer picture of the cost of each service. These changes would not in any way offend against established financial procedure as sufficient information will be given in Parts I and II of the Estimates to facilitate the financial control by the Dáil when considering the Estimates and Appropriation Accounts and the financial control over expenditure during each financial year by the Department of Finance.


The attached draft Estimates cover only Parts I and II. The changes necessary in Part III (which are only of an explanatory nature) can be settled if the proposed changes in Votes and Subheads are approved.


Receipts in connection with the Patents Office (Vote 53) are treated as Extra Exchequer Receipts and it is suggested that in the new Vote they should be brought to credit in the Appropriations in Aid Subhead.

I am directed by the Minister for Transport and Power to refer to your Department’s minute (F.101/6/59) of 9th October, 1959, relative to the format of the 1960/61 Estimates for this Department and the Department of Industry and Commerce and to enclose herewith three copies of the draft Estimate for the Department of Transport and Power in final form for printing.


Part III of the Estimate has been added and the original estimate revised in accordance with the suggestions at (a), (b) and (c) of your minute.


A comprehensive note has been inserted at the end of Part II to show the relation between the Subheads for 1960/61 and the corresponding Votes and Subheads in the 1959/60 Estimates.


The following changes have been made in Part II compared with draft submitted under this Department’s minute of 24th July, 1959. Two additional Subheads have been added:—


Subhead M.—Technical Assistance. No specific provision was made in Vote 50 (Subhead T.) in 1959/60 for projects which now come within the ambit of the Transport and Power Vote.


Subhead N.—(Bord na Móna—Grants for Housing). Only a token sum was provided in Vote 50 (Subhead W.) in 1959/60 for this service. A substantial provision will probably be required in 1960/61.


Subheads M. (Rural Electrification) and N. (Appropriations in Aid) in the original draft are now shown as Subheads O. and P. The details of Subhead O. cannot be inserted in Part III until they have been finally settled.


The descriptions of the services provided for under Subheads J.1. and L. have been amended slightly.


The ambit of the Vote has been amended as agreed with officers of your Department.


The draft Estimate for the Department of Industry and Commerce will be submitted under cover of a separate minute.

I am directed by the Minister for Finance to inform the Committee of Public Accounts that, with a view to greater simplicity and efficiency in accounting processes in the Department of Health and towards reducing printing costs, he has agreed that the following changes should be made in the format of the Estimate for Health as it will appear in the volume of Estimates for the Public Services, 1960/61:—


(1) Amalgamation of Subhead G (Salaries of Bacteriologist and Director of Vaccine Branch) and Subhead L.1. with Subhead A, subject to the staffing of Oifig an Ard-Chláraitheora being shown separately under Subhead A;


(2) Amalgamation of Subhead L.2. with Subhead B and Subhead L.3. (3) with Subhead L.3. (1);


(3) Amalgamation of Subheads G (Incidental Expenses) and L.4. with Subheads C and D as appropriate.

With reference to Mr. Hogan’s minute (F.101/4/59) of 12 Samhain, 1959, I have been instructed by the Committee of Public Accounts to inform you that it sees no objection to the proposed changes in the format of the Estimate for Health.

*This amount includes £ in respect of expenditure to be undertaken on behalf of other Voted Services.


(a) With free unfurnished quarters, fuel and light.


(b) The Assistant Director and one Technical Assistant Grade 1 are provide dwith free unfurnished residences.


(c) One Superintendent and two Assistant Superintendents are provided with free unfurnished residences, fuel and light.


(d) A number of vacancies for Technical Assistants Grade 3 is blcked by members of the Survey Company of the Corps of Engineers, whose pay is borne on Vote 57.


(e) One labourer receives an allowance of 15/8 for acting as van driver and seven labourers receive allowances of 5/3 for semi-skilled work.


(f) During the heating season a night stoker is paid 123/5 inclusive.


(g) The members of the Commission are not remunerated for their services but receive travelling and incidental expenses.

(a) Issues from the Grants-in-Aid will be made from time to time by the Minister for Industry and Commerce with the consent of the Minister for Finance. Any amount remaining unexpended out of the sums so issued during the financial year will not be liable to surrender at its close, but any balances remaining unissued at the close of the year will be surrendered.


(b) Accounts of all receipts and expenditure including expenditure of issues from the Grants-in-Aid will be audited by the Comptroller and Auditor General. The audited Accounts, with the Report of the Comptroller and Auditor General thereon, will be laid before the Oireachtas by the Minister for Industry and Commerce.
