ISSUES OF SPECIAL POSTAGE STAMPS, 1959-60.

During my examination before the Public Accounts Committee on 15th December, 1960, I undertook to supply further information regarding the special postage stamps provided for and actually issued in the financial year 1959-60.


There is a considerable element of uncertainty about the provision to be made for special postage stamps in any financial year. At the stage—in October, 1958—when the Revenue Commissioners were preparing their estimates for 1959-60, no definite programme of special stamps for that financial year had been settled. Three commemorative stamps had, however, been—or were in process of being—printed in 1958-59 and it was accordingly considered prudent to estimate for the same number of special issues in 1959-60. In the event, the actual number was two less than provided for, but the question of abandoning decisions to issue special stamps on particular subjects did not arise.
