PROPOSED CHANGES IN FORM OF ESTIMATES.

I am directed by the Minister for Finance to refer to your minute of 4th March, 1953, about the revised format of the Estimate for Wireless Broadcasting, and to say that at present the commission payable by Radio Eireann to the agents who arrange for sponsored programmes is met from Subhead A of the Vote, while the fees received by Radio Eireann from the firms sponsoring such programmes are credited to Subhead C. In order to reduce work in their Accounts Section, Radio Eireann have proposed that, as from 1st April, 1956, they should allow the agents to deduct their commission from the fees payable for the programmes, which would mean that only the net revenue from sponsored programmes would be received and credited to Subhead C. I am to send you, herewith, for the information of the Public Accounts Committee a copy of a minute dealing with the matter which has been addressed to the Department of Posts and Telegraphs.

I am directed by the Minister for Finance to refer to Mr. Ó Dochartaigh’s minutes of 20th January, 1955, (Bc. 1532/50) and 2nd June, 1955, (101/55) in regard to the commission payable to advertising agents who handle sponsored programmes for Radio Eireann. I am to say that the Minister notes that the work in your Accounts Branch would be considerably reduced and a truer picture given of the receipts from such programmes if the commission were deducted from the fees payable to Radio Eireann in respect of such programmes and only the net proceeds remitted to you for appropriation-in-aid of the Vote for Wireless Broadcasting. The Minister accordingly sanctions that arrangement with effect as from 1st April, 1956, on the condition that the estimated figures of gross receipts and agents’ commission are also shown in Part III of the Estimate as in the case of the Estimate for Gaeltacht Services.


The Minister will not object to the adoption during the current year of the practice proposed in the second paragraph of your Department’s minute of 2nd June, 1955, in regard to the bills to be furnished to the agents, viz., that they be asked to pay only the net amount due of them after deduction of Agency Commission. A note should be appended to the Appropriations-in-Aid Subhead of the Appropriation Account for 1955/56 indicating the procedure adopted.

I am directed by the Minister for Finance to state, for the information of the Committee of Public Accounts, that it is proposed to make the following changes in the Estimates Volume for 1956/57:


(i) Vote 11 (Management of Government Stocks): Omit details of the remuneration to Bank of Ireland in respect of each national loan, one figure only being shown, viz. “Bank of Ireland for management of National Loans.” This change is proposed for administrative convenience.


(ii) Vote 26 (Ordnance Survey): Omit appendices B and C. These appendices relate to a period two years earlier than the estimate which they accompany. They will be included in future in the Appropriation Accounts.
