THE PROCEEDINGS OF THE COMMITTEE.

1. The Committee met at 2.30 p.m.


2. Members Present.


The following members were present:


Senator O’Brien (in the Chair), Senators Douglas, Fearon, Hawkins, Sheehy-Skeffington and Walsh.


3. Examination of Departmental Representative.


Following examination of Mr. Brendan Kiernan, B.L., the representative deputed by the Department of Local Government to appear before the Committee as a witness, consequent on the Order of 10th March, 1955, it was—


(i) Resolved: That the special attention of Seanad Éireann be drawn to the following instrument on ground (iii) of the Order of Reference:—


Housing (Grants to Housing Authorities) Regulations, 1954 [S.I. No. 174 of 1954].


(ii) Resolved: That the special attention of Seanad Éireann be drawn to the following instrument on ground (vi) of the Order of Reference:—


Local Government (Dublin) (Temporary) Act, 1948 (Continuance No. 1) Order, 1954 [S.I. No. 142 of 1954].


4. Consideration of Memoranda.


Following consideration of memoranda submitted by Departments in accordance with the Orders of 10th March, 1955, it was—


(i) Resolved: That it is not necessary to draw the special attention of Seanad Éireann to the following instruments:—


Dublin County Borough (Electoral Areas) Order, 1954 [S.I. No. 143 of 1954].


Social Welfare (Overlapping Benefits) (Amendment) Regulations, 1954 [S.I. No. 155 of 1954].


(ii) Resolved: That the special attention of Seanad Éireann be drawn to the following instrument on ground (iii) of the Order of Reference:—


Housing (Repair and Improvement Works) Regulations, 1954 [S.I. No. 200 of 1954].


(iii) Resolved: That the special attention of Seanad Éireann be drawn to the following instruments on ground (v) of the Order of Reference:—


Importation of Knitted Woollen Wearing Apparel Order, 1952 (Revocation) Order, 1954 [S.I. No. 186 of 1954].


Control of Exports Order, 1954 [S.I. No. 193 of 1954].


(iv) Resolved: That the special attention of Seanad Éireann be drawn to the following instruments on ground (vi) of the Order of Reference:—

Agricultural and Fishery Products (Regulation of Export) Act, 1947 (Export of Poultry and Rabbits) Order, 1950 (Temporary Amendment) Order, 1954 [S.I. No. 247 of 1954].


(v) Ordered: That, in respect of the following instrument, the Department concerned be requested to submit a further memorandum explaining the instrument:—


Vocational Education Act, 1930 (Grants under Section 53) Regulations, 1954 [S.I. No. 139 of 1954].


5. Consideration of Statutory Instruments.


Following consideration of the twenty-seven statutory instruments set out below it was—
