I am directed by the Select Committee on Statutory Instruments to state that in their consideration of the Agricultural and Fishery Products (Regulation of Export) Act, 1947 (Export of Poultry and Rabbits) Order, 1950 (Temporary Amendment) Order, 1954 (S.I. 247 of 1954), they have observed that it bears the same title as S.I. 49 of 1954. Its title does not, therefore, fulfil the primary object of affording distinct identification to the order. Since the Select Committee have to consider whether they should draw the special attention of the Seanad to the order on ground (vi) of their terms of reference, viz. that for any special reason its form or purport calls for elucidation, they would be glad to have a memorandum on the point referred to above before the 25th instant. With reference to your minute of the 10th March, 1955, (reference 45/3/55) relative to the Agricultural and Fishery Products (Regulation of Export) Act, 1947 (Export of Poultry and Rabbits) Order, 1950 (Temporary Amendment) Order, 1954 (S.I. 247 of 1954), I am directed by the Minister for Agriculture to state that it is understood from the Parliamentary Draftsman that in drafting this order, the first order (S.I. 49 of 1954), was not adverted to; otherwise, “(No. 2)” would have been included in the title. The Parliamentary Draftsman does not think that any substantial difficulty arises from this omission. In practice, a distinct identification of an order is obtained not only by referring to the title but also by referring to the number of the order in the Statutory Instruments series.
