The Select Committee, in its examination of instruments presented to Seanad Eireann, have observed that the instrument entitled the Vocational Education Act, 1930 (Requisitions for Birth Certificates) (Amendment) Regulations, 1953 (S.I. No. 318 of 1953) made by the Minister for Education on 6th October, 1953 was not presented to the Seanad until 1st December, 1953. I am directed by the Committee to request you to furnish to me, for consideration at their next meeting to be held on 21st instant, a memorandum explaining the reasons for the delay in presenting this instrument.

In reply to your letter of the 12th instant regarding the delay which occurred in presenting to Seanad Éireann the Instrument entitled Vocational Education Act, 1930 (Requisitions for Birth Certificates) (Amendment) Regulations, 1953 (S.I. No. 318 of 1953), I am to inform you that this delay was due entirely to an oversight. The Instrument was not, of course, published until it had first been presented to both Houses of the Oireachtas.

I am to add that the oversight in this case is very much regretted and that appropriate steps are being taken to ensure that no such delay will occur in the future.
