APPENDIX XXI.PROPOSED CHANGES IN FORM OF ESTIMATES.Rúnaí, Coiste na gCuntaisí Poiblí. I am directed by the Minister for Finance to state, for the information of the Committee of Public Accounts, that it is proposed to effect the following minor changes in the format of the Estimate for Posts and Telegraphs as it will appear in the Volume for 1954/55:— (1) Abolish Subhead F (Railway Companies, for services in connection with telegrams) and include provision for this item under Subhead H.3 (Incidental Expenses). (2) Abolish Subhead L.2 (Wayleaves) and include provision for this item under Subhead L.5—Incidental Expenses (in connection with engineering work, etc.). The nature of the payments provided for under Subheads F and L.2 is not such, in present circumstances, as to require specific mention, particularly when the amounts involved are so small. The abolition of the Subheads would save administrative and printing costs.
Rúnaí, Coiste na gCuntaisí Poiblí, I am directed by the Minister for Finance to inform the Committee of Public Accounts that it is proposed, for reasons of administrative convenience and economy, to merge the Estimate for Oifig an Ard-Chláraitheóra, which for the present year totals only £28,360 gross and £20,650 net, with the Estimate for Health. Assuming the Committee has no objection, the change will be made in the Estimates for the year 1954-55. The enclosure to this minute sets out in detail the proposed format of the amalgamated Estimate.* You will observe that particulars of both services will continue to be shown in the same detail as heretofore, thus ensuring no lessening of financial control.

I am directed by the Minister for Finance to inform the Committee of Public Accounts that it is proposed, for reasons of administrative convenience and economy, that the Vote for Rates on Government Property, which is accounted for by the Office of the Minister for Finance, be accounted for in future by the Valuation Office. Assuming the Committee has no objection, the change will be made as from the commencement of the financial year 1954-55.

I am directed by the acting Minister for Finance to send you, herewith, copies of a minute dated 11th June, 1953, from the Commissioners of Public Works concerning the form of the subheads relating to drainage, machinery, workshop and stores in the Vote for Public Works and Buildings.* For the information of the Committee of Public Accounts, I am to say the Commissioners’ proposals have been considered in connexion with the draft Estimate for 1954-55 and have been accepted. The Estimate will, accordingly, reflect the changes involved.

With reference to your minutes (F. 101/4/38) of 23 Samhain, 17 Nollaig and 31 Nollaig, 1953, I have been directed by the Committee of Public Accounts to inform you that they agree to the changes in the format of the Estimate for Posts and Telegraphs and the merging of the Estimate for Oifig an Ard-Chláraitheora with the Estimate for Health in the Volume of Estimates commencing with the Volume for 1954-55. They also agree that, as from the commencement of the financial year 1954-55, the Vote for Rates on Government Property should be accounted for by the Valuation Office. They further agree, with reference to your minute (F. 101/2/52) of 18 Feabhra, 1954, to the revised form of the subheads relating to drainage, machinery, workshop and stores in the Vote for Public Works and Buildings as they will appear in the Estimates Volume for 1954-55.
