The following Statutory Instrument was considered by the Committee:— Standard Specification (School Paper Stationery) Order, 1953 (S.I. No. 170 of 1953). Resolved: That the special attention of the Seanad be drawn to this instrument on ground (v) of paragraph (1) of the Orders of Reference, viz:— that there appears to have been unjustifiable delay in the laying of it before the House (Senator Ó Ciosáin). 5. Resolved: That the special attention of the Seanad be drawn to each of these instruments as the Committee considers that there is no clear indication in the text of the document of the purpose of the instrument, that each instrument can be interpreted only by reference to a multiplicity of previous instruments and statutes, and that the attaching of a brief explanatory memorandum to such complicated instruments would be very desirable in the public interest (Senator Ó Ciosáin). 7. The following Statutory Instrument was considered by the Committee:— Wheat Order, 1953 (S.I. No. 257 of 1953). Resolved: That the special attention of the Seanad be drawn to this instrument as the Committee considers that the short title of the instrument might have been slightly enlarged to indicate what aspect of the subject matter was being dealt with (Senator Ó Ciosáin). 8. The Committee deliberated. 9. Report of Committee. The Chairman brought forward a Draft Report which was read the first time.
