ORDERS OF REFERENCE.

28th June, 1951:—Ordered: That a Committee on Procedure and Privileges consisting of the Ceann Comhairle who shall be Chairman, and seventeen other Members to be nominated by the Committee of Selection, be appointed; that the Committee be empowered to consider matters of procedure generally and to recommend any additions or amendments of the existing Standing Orders that may be deemed necessary; to consider also and report as and when requested to do so as to the privileges attaching to Members.


That the quorum of the Committee be eight (Parliamentary Secretary to the Taoiseach).


28th June, 1951:—Members appointed to serve on the Committee:—Deputies Breen, Cogan, Corish, Cosgrave, Cunningham, Davern, Dillon, Donnellan, Doyle, Fahy, S. Flanagan, Larkin, O Briain (Parliamentary Secretary to the Taoiseach), T. O’Sullivan, Mrs. Rice, Rooney and Sweetman.


15th May, 1952:—Deputies Cosgrave and Fahy discharged at their own request and Deputies Hilliard and Palmer appointed in their stead.


6th May, 1953:—The Parliamentary Secretary to the Government drew attention to the publication in a newspaper—the Sunday Express—of a substantially accurate resumé of the report of the Select Committee on Judicial Salaries, Expense Allowances and Pensions which had not then been made available to Members and submitted that a breach of privilege had occurred.


Ordered: That the matter be referred to the Committee on Procedure and Privileges (Parliamentary Secretary to the Government).
