IMEACHTA AN CHOISTE.THE PROCEEDINGS OF THE COMMITTEE.Déardaoin, 18ú Nollaig, 1952.Thursday, 18th December, 1952.1. Chruinnigh an Coiste ar 3 p.m. 2. Comhaltai i Lathair. Bhí na comhaltaí seo a leanas i láthair:—An Seanadóir Ó Raghallaigh (i gCeannas), na Teachtaí Ó Caoilte, Mac Fheorais agus Sheldon, na Seanadóirí Ó Colgáin agus Dubhglas. 3. Laithriu thar ceann na dTionscnoiri. Láithrigh S. Ó Muirneacháin, A.S.; agus A. & L. Goodbody, Gníomhairí Parlaiminte, thar ceann na dTionscnóirí, Rialtóirí agus Caomhnóirí an Ospidéil Ríoga do Dholeighsigh, Baile Átha Cliath. 4. Tacaiocht leis an mBrolach. Do héisteadh S. Ó Muirneacháin, A.S., ag tacú le Brolach an Bhille. Folmhaíodh an seomra. 5. Breithniu an Bhille. Chuaigh an Coiste ar aghaidh le breithniú an Bhille. (i) An Brolach. Rinne an Coiste tuilleadh breithnithe ar Bhrolach an Bhille. Leasú tairgthe: “To add at the end of the Preamble the following new paragraph:— ‘AND WHEREAS it is expedient that the power of altering annulling revoking and abrogating the bye-laws for the regulation government and advantage of the said Corporation and its properties and affairs and for the management of the said Hospital contained in the Supplemental Charter of the 13th day of April 1886 be amended as hereinafter provided’.” Ceist curtha, agus aontaithe. Leasú tairgthe: “Before section 3 to insert a new section as follows:— ‘(3) Clause 5 of the Supplemental Charter shall be amended by the deletion therefrom of the following words, that is to say: “and it is our will and pleasure that all such bye-laws be approved by our Chancellor of Ireland, the Chief Justice of the Queen’s Bench Division and the Master of the Rolls in Ireland or their successors in office or any one or more of them and so as such bye-laws be agreeable to the Laws and Statutes of our realm and the said Charter” and by the insertion in lieu thereof of the following words, that is to say: “that all such bye-laws be agreeable to the laws and statutes of Ireland and the said Charter and be approved by the Chief Justice for the time being, the President of the High Court for the time being and the Senior Ordinary Judge for the time being of the Supreme Court or any one or more of them and that the same shall have been furnished to the Minister for Health at least fourteen days prior to the date upon which the same is submitted for approval as aforesaid with a request that he should lay the same before each House of the Oireachtas’.” Ceist—“Go gcuirfear an t-alt nua isteach ann sin”—curtha, agus aontaithe. Dréacht-Thuarascáil a chuir an Cathaoirleach (An Seanadóir Ó Raghallaigh) faoi bhráid an Choiste léite den chéad uair agus den dara huair agus rite mar a leanas:— 1. The Joint Committee report that they have examined the Preamble of the Bill and, to make it consistent with the provisions of the Bill as amended by the Committee, have amended it by the addition thereto of the following paragraph:— “AND WHEREAS it is expedient that the power of altering annulling revoking and abrogating the bye-laws for the regulation government and advantage of the said Corporation and its properties and affairs and for the management of the said Hospital contained in the Supplemental Charter of the 13th day of April 1886 be amended as hereinafter provided.” They have found the allegations contained in the Preamble, as amended, proved. 2. The Committee have gone through the Bill and have made an amendment thereto to ensure adequate publicity for future amendments of the bye-laws. 3. In going through the Bill the Committee had before them, and considered a report from the Attorney General thereon. Orduithe: A thuairisciú don dá Thigh dá réir sin. 7. Deireadh an Ghnotha.
