THIRD REPORT

1. The Committee has held three meetings since the date of the Second Report.


2. Since the issue of the Second Report a communication was received from Senator L. J. Duffy intimating that as he had been appointed a member of the Industrial Development Authority, he had resigned from Seanad Eireann and consequently was not eligible to act on the Committee. At a meeting held on 11th January, 1950, Senator W. Bigger was unanimously elected Chairman.


3. The following documents coming within the Committee’s purview were considered and no reason was seen for drawing the special attention of the Seanad to any of them on any of the grounds set out in the Orders of Reference to the Committee.

The first four of the foregoing orders mentioned in this paragraph are examples of statutory instruments which neither in their title nor in their provisions permit of easy identification of the subjects with which respectively they deal. It is usually necessary in such cases to have recourse to the enabling Act to ascertain the subject matter of the statutory instrument. As such statutory instruments are of public concern and are on sale as government publications, it is desirable that they should be in a form easily intelligible to the public. The Committee has, in previous reports, adverted to this matter and has recommended that the statutory instrument should be so framed that at least some indication of its subject matter be available for those concerned.
