With reference to the attendance of the Secretary of this Department before the Public Accounts Committee on the 6th December, 1950, I have to enclose, as requested, an explanatory Note in regard to the cost of maintenance per head of children in Industrial Schools.

COST OF MAINTENANCE PER HEAD OF CHILDREN IN INDUSTRIAL SCHOOLS.

The cost is about equally borne between the State and local authority—the State, of course, being responsible for the cost of the administration and inspection of the Industrial Schools. In addition, the Primary Branch of the Department defrays out of their Vote the cost of literary instruction in these schools.


The weekly Capitation Grants payable in the financial year 1948-49 towards the cost of maintenance in these schools were as follows:—

The State Capitation Grant for maintenance was payable at this rate from 1st January, 1948, and the Capitation Grants payable by the local authorities were fixed at the rate of 9/6d. weekly as from 1st April, 1948.


Prior to 1st January, 1948 (State Grant) and 1st April, 1948 (local authority), the weekly capitation rates for maintenance for children in Industrial Schools were 7/-, State Grant, and 8/-, Local Authority. The State also paid a Capitation Grant of 1/- weekly towards the cost of approved works of improvement to buildings and towards the provision of equipment for vocational training. This latter grant was abolished as a separate grant and incorporated in the State Grant for maintenance as from 1st January, 1948.
